DOES YOUR BUILDING REQUIRE AN EVACUATION SCHEME? FIND OUT NOW

APPLICATION FORM

Application for approval of your Evacuation Scheme must be made using the form, prescribed in Schedule 4 of the Fire Safety and Evacuation of Buildings Regulations 2006.

The form asks 26 questions, some of which are optional; we recommend you complete each section. Information you provide in these optional questions will alert you to consider these important matters when preparing your Evacuation Scheme.

This guide is to assist you to:

  • develop an evacuation scheme that is appropriate for your building; and
  • correctly fill out the evacuation scheme application form.

EXEMPTION DECLARATION

Buildings used to provide employment facilities for more than 10 people or accommodation for more than 5 people and are equipped with a with a sprinkler system installed to NZ Standard 4541, 4515 or 4517 are exempt from the requirement to have an evacuation scheme.

The owner of these buildings must notify the New Zealand Fire Service using the form prescribed in the Fire Safety and Evacuation of Buildings Regulations 2006. Note, this form does not apply to Section 21D of the Fire Service Act 1975.

AUTHORISED AGENT FORM

If you are making application for approval of an Evacuation Scheme and you are not the owner of the building you must get authority from the owner in writing. A copy of that authority must be submitted to the New Zealand Fire Service. We have developed a form suitable for your use.

NOTIFICATION OF A FUTURE TRIAL EVACUATION

Use this form to notify us of your planned trial evacuations. You must give the Fire Service at least 10 days notice of your planned time and date.

REPORT ON A TRIAL EVACUATION

Within 10 days of completing your trial evacuation you must send a report to the New Zealand Fire Service. The report must include:

  • the name and address of your building;
  • the time and date of your trial;
  • the time taken to complete your evacuation; and
  • whether any person was injured in the course of the trial and what injuries the person sustained.

NOTIFICATION OF TRAINING

If you have chosen to undertake an evacuation training programme at 6 monthly intervals for the permanent occupants of the building instead of trial evacuations you must give notice to the New Zealand Fire Service that your programme has been completed. Your notice must specify that the training requirements of the Fire Safety and Evacuation of Buildings Regulations 2006 have been complied with.

NOTIFICATION OF A BUILDING EVENT

The Fire Safety and Evacuation of Buildings Regulations 2006 requires the owner of a building with an approved evacuation scheme to advise the Fire Service in writing if:

  • Building work has been carried out on the building under section 112 of the Building Act 2004 (the Act) resulting in its means of escape from fire being significantly affected
  • The means of escape from fire for the building are required to be altered under section 107 of the Act
  • The building's life is extended under section 116 of the Act
  • The occupancy of the building is changed to the extent that its means of escape from fire are no longer adequate
  • The building is no longer required to have an evacuation scheme (for example, the building is demolished or is no longer used for the purpose described in section 21A(1)(a) to (h) of the Fire Service Act 1975)
